Since the release of Microsoft Internet Explorer 9.0 and the newest version of Firefox, many of the formatting and features of this website were no longer accessible.  Once the updates to the main part of the website is complete visitors will have access to new training topics, supplemental training items, commissioner college information, an updated commissioner event list for 2012-2013.  Councils outside the Shawnee Trails Council are encouraged to send their commissioner dates and a JPEG of their CSP for inclusion on the list of commissioner events

 

 

Commissioner service, under the direction of the district and council commissioners, is one of the most important, yet least understood parts of the Scouting program.  A commissioner's approach is one of helpfulness, ready to assist unit leaders by offering suggestions, encouraging unit leaders and the unit's committee members, thereby strengthening the leadership efforts.  In effect, each commissioner enters into a partnership with the unit's leadership - all working for the single objective - the welfare of the pack, troop, crew, or ship.

 

This website is designed to help the commissioner staff with their task of helping units succeed within the Scouting community at large and to help educate fellow Scouters in the roles and mission of their unit commissioner.

 

 

Local Generated Commissioner Service Forms

Although designed for use  within the Shawnee Trails Council, these forms are generic and can be downloaded and altered for use in other councils and/or districts.  All forms are in Microsoft Word 97-2003 compatible format, unless otherwise indicated.  As a part of the continuing effort to provide the highest level of support to commissioner service, many of the forms have been revised, are currently under revision, or new forms will be added.

Commissioner's Visit Report Form This is the standard visitation report used by commissioners that do not have access to either the Internet or the Unit Visit Tracking System. Download Form
Unit Status Criteria

This tool was originally designed for use within Shawnee Trails Council in 2000.  This is the fifth version of the criteria used; the new revision includes JTE standards, chartered organization issues, and membership benchmarks.

Red/Crisis Unit Action Plan

This is a new form that is designed to assist unit leaders, chartered organizations, and commissioners to devise a plan of action to prevent the unit from not being able to renew its charter on time.  The form contains a section to determine critical issues and and who will work to address the issue(s).  For information on what red/crisis criteria are, please download the Unit Status Criteria document. ADC Report Form This is the standard report used by assistant council commissioners that supervise commissioner service within a service area of the district. Download Form
Annual Unit Service Plan This document maps out commissioner duties involved in unit service based on the Scouting program year (August - July) Download Form
Roundtable Visitation & Evaluation Report This is a new form that can be completed by any district or council level volunteer or professional Scouter to provide guided feedback to roundtable commissioners and the district commissioner.  This form can be used for Cub Scout and Boy Scout roundtables, Varsity Scout huddles, and Venturing forums. District Commissioner's Report This is the standard  report used by district commissioners within the Shawnee Trails Council.   When used with the data forwarded on the unit visitation and ADC report, it provides the council commissioner and professional staff with a snapshot of unit health, roundtable attendance, commissioner recruitment/retention, and other observations. Council Commissioner's Report This is the standard report for the council commissioner as a means of presenting data to the council's executive committee and board.  Although the district names reflect those within Shawnee Trails Council, it can be modified for use in any council. Download Form
District Commissioner's Forms Package This self-extracting program downloads and installs all forms that are needed by the district commissioner to manage the district commissioner staff.  Forms include the commissioner visit report, unit status criteria, red/crisis unit action plan, ADC report, annual unit service plan, roundtable visitation and evaluation report, and the district commissioner's report form. Definitions for the Journey to Excellence (JTE) program

"Scouting’s Journey to Excellence” is the BSA’s new council performance recognition program designed to encourage and reward success and measure the performance of our units, districts, and councils. It is replacing the Centennial Quality Awards Program as a means of encouraging excellence in providing a quality program at all levels of the BSA.  This document contains the terminology used for this new quality unit recognition program.

This worksheet is designed to help unit commissioners determine the health of the packs they serve.  When used in conjunction with the STC Unit Visitation Report, they will provide a valuable snapshot of the overall health of the unit as well as the effectiveness of commissioner service.

Unit Self-Assessment Form

This form  was  developed to coincide with the unit achieving the Bronze Award under JTE.  As part of the program, unit leaders are asked to review the units goals, successes, and the vision for the upcoming year.

Annual Charter Agreement

This form is to be completed by unit-serving district executives 90 days before a unit's charter expires.  This form serves as an agreement between the chartered organization and the council to support the chartered unit according to a defined set of responsibilities to the unit.

Explorer Post Service and Evaluation Forms

 

Form Name Description
National Exploring Excellence Award This form is exclusively for Explorer posts.  It cannot be used by traditional units (packs, troops, teams, crews, or ships).  Once your post has completed the form, return it to your local Learning for Life Service Center.
   
Meeting Place Inspection Sheet This is the BSA National form, converted into a PDF.  It is field sensitive, allowing you to enter data then print the form.  NOTE:  Data typed into the fields cannot be saved or stored.
Commissioner Worksheet for Explorer Posts *DISCLAIMER*   Since 1998, Explorer Posts are no longer considered as traditional units; they are considered as a part of the Learning For Life Program.  The newer editions of the Commissioner Helps no longer contain this worksheet although copies remain available through numerous websites devoted to the mission of Commissioner Service.  

Monthly Commissioner Training Archives

These topics were developed in an effort to provide continuing commissioner education.  This archive contains topics ranging from new aspects of the Scouting program, as introduced by the national council, including topics relating to the annual commissioner service plan and unit service related issues.  Topics are arranged according to the year and month of presentation.

 

Beginning with March 2009 topic, the PowerPoint presentations are now available for download.  The presentations consist of seven to eleven slides and can be presented in about a seven minute presentation.  The slides are available in PowerPoint 2007 version only; a free download of the Microsoft PowerPoint Reader 2007 is available by using the link on the left navigation pane of this page under the "External Links" section.


Supplemental Commissioner Training Archives

Originally began as a newsletter for commissioner service within Shawnee Trails Council, The Arrowhead has become an important commissioner publication.  By November 2010, subscriptions to The Arrowhead includes Scouters in four councils - excluding Shawnee Trails subscribers. The newsletter features a monthly training topic corresponding to those offered in the training archives, "Know Your Knots" which is an article explaining the meanings behind the various square knots, and many other features.  Past editions of the newsletter are available by clicking on the Arrowhead Archives link on the left navigation pane.

 

"Ask Andy" is now a regular feature of the NetCommish and is featured in The Arrowhead. It gives Scouters great, helpful advice. Andy writes "Got a question? Send it to me at AndyMcCommish@yahoo.com -be sure to let me know your Scouting position, town, state, and council!"

Fee Increase FAQ

This FAQ was produced by the National Council to answer some of the basic questions involving unit charter renewal process and the new registration fee increase. 

Membership Fee Chart

This chart was produced by the National Council to assist in computing the registration fees for individuals.  The chart provides prorated registration fee amounts for up to 18 months.  After March 2011, add 20¢ per month ($2.40 per year) per youth/adult for the mandated council liability insurance when using this chart.
